Web-based military finance comes to Eglin

By the end of the month, the base will move many of the financial management customer service functions to web-based applications via the new Permanent Change of Station In-Processing System, or PiPS. 

PiPs will be up and running here June 29. It's a new web-based financial system that provides a secure, paperless way to submit PCS-related financial documents with automated assistance to the members as well as allow members to complete other customer service tasks online. 

PIPS can be accessed via a secure web site application, E-Finance, using a common access card and pin. Once a user navigates to the PIPS site, the system will use easy to understand question and answer sessions to take the member through the process of PCS travel. 

"Customers answer standardized questions that automatically populate various forms required for submission," said 2nd Lt. Zachary Mason, 96th Comptroller Squadron. "The technology will make it virtually impossible to overlook even the smallest detail when completing a PCS-In voucher." 

Based on the customer's responses, a briefing is presented containing the correct information they need for their particular location to include base-specific contact information, hours of operation or other information customers may need. Included in this briefing are links to entitlements, rates payable and frequently asked questions relative to the PCS move. 

The information provided includes:
· Travel Entitlements 
              Travel Entitlements - Mileage
              Travel Entitlements - Per Diem
              Travel Entitlements - Dislocation Allowance
· Basic Allowance for Housing (BAH)
· Temporary Lodging Expense (TLE)
· Family Separation Allowance (FSA)
· Enlisted Meal Deductions
· Advance Military Pay
· Advance Basic Allowance for Housing
· Cost of Living Allowance (COLA)
· Temporary Lodging Allowance (TLA) - OCONUS Only
· Overseas Housing Allowance (OHA) - OCONUS Only
· Hardship Duty Pay-Location (HDP-L) - OCONUS Only
· Imminent Danger Pay (IDP) - OCONUS Only
· Combat Zone Tax Exclusion (CZTE) - OCONUS Only

PiPs will automate and standardize the documentation portion of the briefing. Using PiPS, members initiate and complete their financial services in-processing from anywhere in the world using a CAC-enabled computer.
 
The E-finance module is designed to eliminate trips to customer service for minor tasks. 

"E-Finance allows members to fill out travel vouchers, change state residency, update entitlements and several other things not related to PCS without ever visiting the finance office," said the lieutenant.
