Commissary to close, Exchange unaffected by government shutdown Published Sept. 30, 2013 Team Eglin Public Affairs EGLIN AIR FORCE BASE, Fla. -- The Army & Air Force Exchange Service will continue operations in the event of a U.S. Government shutdown on Oct. 1. Defense Commissary Agency stores will be open for a full business day Oct. 1 to reduce the amount of perishables on-hand, before beginning a systematic closure process to account for unsold products and secure facilities. The Exchange will be largely unaffected by the shutdown as it is a non-appropriated instrumentality. Nearly 97 percent of its funding is generated by sales and less than three percent of its budget comes from tax dollar support. However, DeCA is a U.S. government-funded corporation and cannot operate without Congressionally appropriated money.
