STEP promotion

Newly promoted Tech. Sgt. Charles Howell, 96th Civil Engineer Squadron, is informed by Chief Master Sgt. Bryan Creager, 96th Test Wing command chief, he is officially out of uniform Feb. 4 at Eglin Air Force Base, Fla. Then, the chief gave the Stripes for Exceptional Performers promotee his new stripes.
