New off-limits establishment directive Published Aug. 31, 2026 From the Commander: The safety, readiness, and well-being of our Airmen and their families remain my absolute top priority. We rely on each other to maintain a secure environment, both on and off the installation. Recently, after careful review, I have had to make a difficult decision regarding a local establishment. Decisions to restrict access to local businesses are not made lightly and are only implemented when there is a clear, documented risk to the safety of our force. Effective August 28, 2026, Cash’s Pirates Cove (located at 31 Beal Pkwy NW, Fort Walton Beach, FL 32548) has been designated as OFF-LIMITS to all Armed Forces personnel. This restriction is necessary due to documented incidents involving alcohol and drug abuse, criminal or illegal activities, violent behavior, disorderly conduct, weapons violations, and other public safety hazards. This designation will remain in effect until further notice. All military personnel must read the memorandum below to ensure full compliance with the following operational and disciplinary directives: Prohibition & Uniform Policy: All military personnel are prohibited from entering this establishment or utilizing its services unless required by a competent authority. This restriction applies whether you are in uniform or civilian attire. Personnel found entering, leaving, or conducting business with this establishment may be subject to disciplinary action under the Uniform Code of Military Justice (UCMJ). Travel Requirements: If you are traveling on official orders to another military installation’s area of responsibility, you must contact that installation’s Armed Forces Disciplinary Control Board or visit their website to understand what entities are off-limits in that area. Look out for one another, make smart decisions, and always prioritize your safety. MEMORANDUM FOR TEAM EGLIN PERSONNEL FROM: 96 TW/CC SUBJECT: Off-Limits Restriction Announcement In accordance with AFI 31-213/AR 190-24/OPNAVINST/COMDTINST1620.1D, the following establishment(s) have been deemed off-limits to Armed Forces personnel and shall remain in effect until issuance of an updated notice: ESTABLISHMENT REASON EFFECTIVE DATE Cash’s Pirates Cove Alcohol and Drug Abuse, Criminal or August 28, 2026 31 Beal Pkwy NW Illegal Activities, Violent Behavior Ft Walton Beach, FL 32548 and Disorderly Conduct, Weapons Violations, and Public Safety Hazards 2. All military personnel are prohibited from entering any establishment(s) listed above or utilizing its services unless required by competent authority. Military personnel (whether in uniform or civilian attire) found entering, leaving, or conducting business with any off-limits establishment(s) may be subject to disciplinary actions under the Uniform Code of Military Justice. Additionally, personnel traveling on Armed Forces Disciplinary Control Board or are off-limits to military personnel. Not all military installations have posted their off-limits list to their website. 3. Widest dissemination of this information is directed to ensure awareness and compliance by all military personnel. Copies of this notice should be publicized through the base website, First Term Enlisted Center, Base Newcomer briefings, the Eglin Bulletin, and posted on bulletin boards and other high-traffic locations throughout the installation. 4. This memorandum supersedes any previous memorandum of the same subject.
